On August 12 and 13, 2026, at the Jean XXIII Center in Mvolyé, CONRHA held its ordinary national session under the presidency of Mrs. Pauline Irène NGUENE, Minister of Social Affairs, under the theme: “Finance Law 2026: Innovations for a More Inclusive Society.” Objective: to equip stakeholders for the effective socio-economic reintegration of persons with disabilities.
Placing disability at the heart of the State budget. This is the ambition expressed by the National Committee for the Rehabilitation and Socioeconomic Reintegration of Persons with Disabilities (CONRHA). For two days, on August 12 and 13, 2026, the statutory members of the Committee and several guests met at the Jean XXIII Center in Mvolyé for the 2026 ordinary national session. The proceedings were chaired by Mrs. Pauline Irène NGUENE, Minister of Social Affairs.
The theme chosen this year: “Finance Law 2026: Innovations for a More Inclusive Society.” The objective was clear: to strengthen participants’ capacities on the new budgetary provisions so that they concretely translate into opportunities for persons with disabilities. Subsidies, tax exemptions, project financing, access to public markets… all measures likely to promote empowerment were scrutinized.

For the Minister, it is no longer just about social protection, but economic participation. “We must ensure that the finance law becomes a real lever for reintegration,” she emphasized.
CONRHA, under the supervision of MINAS, is tasked with coordinating and evaluating government policy on rehabilitation and reintegration. This 2026 session takes place in a context where the State is multiplying signals for a more equitable society.

The discussions focused on three areas: access to vocational training, financing of income-generating activities and SMEs led by persons with disabilities, and improving accessibility in public services.
At the end of the proceedings, participants left with concrete recommendations. These notably include popularizing the innovations of the 2026 Finance Law among associations, strengthening beneficiary monitoring, and establishing partnerships with the private sector.
By betting on budgetary inclusion, Cameroon reaffirms its commitment to leaving no one behind. For CONRHA, 2026 must be the year when texts turn into jobs, income, and dignity for persons with disabilities.
