The numbers don’t add up. The mid-term review by the Ministry of Public Works reveals a significant delay in the execution of the 2026 road program.

As of July 28, 2026, out of the 155 projects scheduled for delivery this year, only 30 were completed. The Mintp estimates that another 40 could be delivered by the end of December if the pace is maintained, bringing the total to 70 projects, or 45.2% of the annual program.
More concerning, 57 projects present a high risk of non-completion, compared to 29 with low risk. These 57 operations alone concentrate 205 km of roads under construction, 154 km under rehabilitation, 66 km under maintenance, and 1,004 linear meters of civil engineering structures. Additionally, there are 1,411 km of roads to be maintained with forestry companies and studies on 1,029 km and 70 linear meters of structures.
According to the Mintp, the causes include payment delays, low company mobilization, unfinished contracting procedures, heavy rainfall, and insecurity. As of the end of June, financial execution remained low, further jeopardizing the achievement of objectives.
