On August 18, 2026, in Yaoundé, Mrs. Abena Ondoa, Minister of the Promotion of Women and the Family, signed a framework agreement letter with the NGO AFAIRD. Objective: to institutionalize and scale up the TRANSFORM-ELLES model for leadership, rights, and empowerment of adolescent girls and women.
The State and civil society are joining forces. In the conference room of the MINPROFF annex building, the Minister presided over the signing ceremony of a framework agreement letter of collaboration with AFAIRD, the Association of African Women of Integrity for Research and Development, on August 19, 2026. The ambition is clear: to formalize a partnership to scale up an approach considered innovative.
AFAIRD is already working on the ground against Gender-Based Violence, for education, menstrual hygiene management, and the economic empowerment of women. With this agreement, MINPROFF and AFAIRD intend to institutionalize and scale up the TRANSFORM-ELLES model. The idea: to make this approach a national reference for promoting the rights, leadership, and empowerment of adolescent girls and women.
Mrs. Nathalie KEMOGNE, AFAIRD representative, recalled the NGO’s philosophy: “Sustainable solutions must be built with communities, based on their realities, knowledge, and capacities for action.” A method that places beneficiaries at the center of the system.
In her speech, Minister ABENA ONDOA reiterated that the empowerment of women, the protection of the family, and the defense of human rights, particularly those of women and girls, remain at the heart of the Cameroonian Government’s priorities.
She praised the role of non-governmental organizations that “do not hesitate to lend a helping hand to the State to address many sensitive and highly priority national issues.”
By initialing this agreement, MINPROFF and AFAIRD lay the foundations for strengthened collaboration. The challenge: to better coordinate public action and partner initiatives to produce a real, lasting, and inclusive impact.
The TRANSFORM-ELLES model should thus move from the pilot project stage to that of a local public policy, with the technical and institutional support of the Ministry.
One more step towards a society where every adolescent girl and woman can fully exercise her rights and leadership.
