
Narcisse Mouelle Kombi makes observations to Samuel Ivaha Diboua while asking him to take all necessary measures for the smooth running of the electoral process.
In a correspondence dated February 2, 2026, the Minister of Sports and Physical Education, Narcisse Mouelle Kombi, addressed the suspension of the electoral process within the Littoral Regional League. This clarification follows an instruction from the governor of the region, materialized by the Message Porté of January 24, 2026, mentioning the existence of two competing factions within the Cameroonian Volleyball Federation (Fecavolley).

The Minsep recalls that the institutional situation of Fecavolley is clearly established. “Following the last electoral process, an Executive Bureau of the Littoral Regional League, chaired by Jacques Bebey Moundiki, was regularly elected and approved by administrative decision dated March 13, 2023. This bureau then participated in the election of the National Executive Bureau, won by Bello Bourdane, now recognized President of Fecafoot,” specifies the government member.
This national election, approved by the Minsep on January 25, 2023, was ratified by his ministerial department, the National Olympic and Sports Committee of Cameroon, as well as by international bodies such as the African Volleyball Confederation and the International Volleyball Federation. It also withstood legal challenges, with the Court of Arbitration for Sport in Lausanne rejecting the appeals of the dissident faction in August 2023.

Based on the law of July 11, 2018, on the organization and promotion of physical and sports activities in Cameroon, the minister emphasizes that his department has exclusive competence in approving sports federations and that there can only be one national federation per discipline. Therefore, only the members of the current regional Executive Bureau are authorized to conduct the renewal of the governing bodies in the Littoral, in accordance with an express request from the CAVB.
Consequently, Narcisse Mouelle Kombi invites the governor of the Littoral to take all necessary measures to ensure the supervision and serene conduct of the electoral process, in compliance with national norms and international standards. A firm reminder aimed at avoiding any institutional confusion and preserving the stability of Cameroonian volleyball.
