Standardize, professionalize, qualify. These are the three key words guiding the work opened on Wednesday, August 19, 2026, in Douala by the CEMAC Commission. Under the leadership of Mr. Fulgence LIKASSI-BOKAMBA, Commissioner in charge of Higher Education and Scientific Research, experts from the six member states are working on draft community texts concerning HESR.

The stakes are high: to equip the community institution with efficient, adapted, and binding legal tools to strengthen university integration in the CEMAC Zone. This involves advancing on three priority axes: Academic standardization: harmonizing diplomas, programs, and equivalence systems to facilitate the mobility of students and teachers; professionalization: adapting training to labor market needs and the development challenges of the sub-region; Quality assurance: establishing common evaluation and accreditation mechanisms to guarantee the excellence of institutions.
For Commissioner LIKASSI-BOKAMBA, this harmonization is a sine qua non condition to build a competitive CEMAC university space and align the sub-region’s universities with international standards.

Expected conclusions
The work, which brings together academics, lawyers, and ministerial officials, will conclude this Friday, August 21, 2026. The expected conclusions should propose a clear roadmap for the adoption and implementation of future texts by member states. With this approach, CEMAC intends to take a new step in its integration process. Beyond administrative barriers, the goal is to create a true common knowledge market, where a diploma obtained in Bangui, Yaoundé, or Libreville will have the same value and open the same opportunities.
