Faced with the increase in building collapses, the United Communes and Cities of Cameroon (CVUC), the National Order of Architects of Cameroon (ONAC), and the National Order of Civil Engineering Engineers (ONIGC) signed a historic tripartite framework agreement on Wednesday, September 3, 2026.
Objective: to secure the monitoring of private construction sites after the building permit is issued.

This is a direct response to a crisis that is mourning Cameroon. The CVUC, ONAC, and ONIGC have decided to put an end to disorder in the construction sector.
Meeting on September 3, the three parties signed an agreement that changes the game. No more building permits issued and then forgotten. From now on, the system requires joint project management mandatorily involving both architect and engineer on private construction sites.
The text provides concrete safeguards: establishment of a construction site monitoring logbook, mandatory stop points at critical stages of the work for validation, and a progressive payment mechanism for professionals’ fees to avoid abandonment.

The political ambition is clear: prevent defects, stop anarchic modifications of approved plans, and above all, restore to town halls their administrative control power, often bypassed.
To avoid disrupting the system, a pilot phase will be launched in willing communes, with two major innovations: digitization of the monitoring logbook and training of municipal agents.
Through this agreement, local authorities and professional orders send a strong message: the safety of the population takes precedence over penny-pinching.
