At the end of the fourth monitoring session held on February 18, 2026, seven resolutions were adopted to secure funding, regularize contracts, and guarantee the completion of the works.

The Minister of State, Minister of Higher Education, Jacques Fame Ndongo, chaired, on February 18, 2026, in Yaoundé, the fourth session of the ad hoc committee responsible for monitoring the Presidential Investment Program in the universities of Bertoua, Ebolowa, and Garoua. The meeting was held at the National Supervision Center for the RIC and the development of university digital technology.

Valued at 254,930,671,889 FCFA, the program benefits from the agreement of the President of the Republic, Paul Biya, for BIP MINEPAT/MINESUP funding of 25,300,656,313 FCFA. Ultimately, the planned infrastructure will offer a simultaneous reception capacity of 2,800 places in Ebolowa, 3,520 in Bertoua, and 2,320 in Garoua.



Alongside the minister, the rectors of the universities concerned, officials from MINESUP, as well as representatives from MINEPAT, MINMAP, MINTP, the Treasury, and the relevant regional delegations were present. The winning companies also took part in the proceedings.
The discussions focused on the progress of the construction sites and the difficulties encountered. Seven major resolutions were adopted: adjustments to the 2026 budget to integrate amendments related to additional work; contracting in firm and conditional phases for complementary studies; advocacy with MINFI for the priority payment of outstanding invoices; a 21-day formal notice to the companies ARMADA and DPE in Bertoua, with termination in case of failure; a final extension of contractual deadlines based on validated schedules; extension of public project management deadlines until delivery; and referral to the ministries in charge of Water, Energy, and Telecommunications to accelerate connections for electricity, water, and internet.

In closing the proceedings, Prof. Jacques Fame Ndongo called on all stakeholders for increased mobilization in order to provide these three institutions with their first dedicated infrastructure, in accordance with the presidential will.
