
The Minister of Housing and Urban Development, Célestine Ketcha Courtès, presided over the launch ceremony of the 2026 BIP with credits transferred to the municipalities of the two regions on February 12 in Douala.
For the 2026 fiscal year, the Ministry of Housing and Urban Development has transferred 2.1 billion CFA francs for the development of 41 municipalities located in the Southwest and Littoral regions. The envelope is intended to finance road projects, various networks, and public space developments. The cities that will benefit include Douala, Yabassi in the Littoral, and Mamfe and Kumba in the Southwest region.

The funds transferred to the municipalities of these two regions are part of a broader intervention that the Minhdu is carrying out in the ten regions. For the 2026 fiscal year, the ministry has transferred an amount of nine billion FCFA to decentralized territorial communities for the benefit of 145 municipalities across the country. Minister Célestine Ketcha Courtès launched the public investment budget in the other eight regions before concluding with the Littoral and Southwest.
Resolved to improve the living conditions of the populations across the country, the Minhdu deplores obstacles that have hindered the execution of the 2025 budget in decentralized territorial communities. These include delays in awarding contracts, slowness in commitment authorizations, untimely relocation of projects, and poor collaboration between stakeholders.

To correct these shortcomings and be more effective in the field in 2026, Célestine Ketcha Courtès has asked the mayors to anticipate contract award procedures to avoid exceeding the deadlines for credits. She also urges municipal magistrates to involve all stakeholders to work with the decentralized state services; to rigorously supervise the awarded companies for work to be completed on time and to standard, among other things.
