By decree signed on August 13, 2026 and effective from January 1, 2026, the Government has set the new classification grid for the fiscal years 2022, 2023, and 2024. 7 companies in the 1st category, 1 in the 2nd, 7 in the 3rd, 3 in the 4th, and 16 in the 5th. Objective: align remuneration and governance with results.
The landscape of Cameroonian public companies has just been reshaped. A decree issued by the Minister of Finance on August 13, 2026 sets the new classification of state companies based on their performance for the fiscal years 2022, 2023, and 2024. The measure is based on decree no. 2019/321 of June 19, 2019, which governs the categories, remuneration, allowances, and benefits of executives. It takes effect from January 1, 2026 and will be updated every 3 years.
The top 7 in the first category
At the top of the ranking are the flagships considered the most strategic and performing:
CAMTEL, ALUCAM, SOCODEL, PAD, SODECOTON, SONARA, and SNH.
These companies benefit from the highest regime in terms of remuneration and benefits for their executives.
SONATREL alone in the second category
The National Electricity Transport Company constitutes the second category on its own. An intermediate status that reflects its central role in energy transport on the Southern Interconnected Network.
7 companies in the third category
This group brings together key players in infrastructure and basic services:
CAMAIR-Co, CDC, CAMWATER, EDC, ADC, PAK, and SCDP.
It includes the two autonomous ports, airports, the national air carrier, and companies in charge of water and electricity.

The CNCC, LABOGENIE, and SOPECAM make up the fourth category. Support and regulatory structures whose performance will be closely monitored.
Fifth category: the largest contingent
With 16 entities, the fifth category groups agencies, missions, and development-oriented companies: ANAFOR, CAMPOST, CNIC, CPE, LANAVET, HYDRO-MEKIN, MIDEPECAM, MAETUR, MAGZI, PPP, MATGENIE, SODEPA, SEMRY, SIC, SONAMINES, and SNI.
Special case of the financial sector
The decree provides a specific regime for Crédit Foncier du Cameroun (CFC) and the Debt Recovery Company (SRC). Their remunerations will remain aligned with banking sector rules, in accordance with community regulations.
This classification aims to establish more coherence and fairness. By directly linking a company’s category to its performance, the Government intends to hold executives accountable and adapt benefits to the results achieved.
The decree will be published urgently in the Official Journal in French and English.
