The Cameroonian government, through the Minister of Posts and Telecommunications, has proceeded with the signing of the act establishing the World Artificial Intelligence Cooperation (WAICO).
Cameroon is among the 29 founding states of the World Organization for Cooperation in Artificial Intelligence. The country participated in the signing of the founding act of this independent intergovernmental organization on July 16, 2026, in Shanghai, China. The Minister of Posts and Telecommunications, Minette Libom Li Likeng, signed the agreement on behalf of Cameroon during a ceremony on the sidelines of the World Intelligence Conference opening on July 17, 2026.

The annual event focuses on technologies, investments, applications, and governance of AI. It is coupled with the high-level meeting on global governance of artificial intelligence. The activities organized in Shanghai will be held until July 20, 2026, in Shanghai.
By signing the constitutive agreement of WAICO, Cameroon marks its membership in the exclusive circle of founding giants of the first intergovernmental artificial intelligence organization. This circle includes global giants such as China, Russia, Brazil, and countries such as Venezuela, Belarus, Serbia, Cuba. The country is one of ten African countries which, along with twelve other Asian countries, have confirmed their commitment to establishing this organization.
The creation of WAICO is a proposal from the People’s Republic of China. In July 2025, Chinese Premier Li Qiang made the proposal during the World Artificial Intelligence Conference. The idea also included a global action plan for the governance of artificial intelligence. The organization, headquartered in Shanghai, has the mission to promote international cooperation, ensure coordination of public policies concerning the development, use, and governance of artificial intelligence. In carrying out these missions, it intends to prioritize consultation, joint contribution, benefit sharing, and a human-centered approach.
By signing the constitutive agreement, Cameroon expands its initiatives in favor of the promotion and regulation of Artificial Intelligence. It moves closer to the objectives of making AI a lever for the country’s economic and social transformation. This signing comes at a time when the country is working to structure its national policy in the field.
Ongoing discussions contribute to the development of a legal and institutional framework, the establishment of training modules, the construction of AI infrastructures among others. The sharing promoted by WAICO is an asset for the country as well as for other countries of the Global South for whom the organization is intended, for better structuring of policies around AI.
