
The Chadian Minister of Social Action, Solidarity and Humanitarian Affairs, Zara Mahamat Issa, launched the 2026 Humanitarian Response Plan (HRP) and Refugee Response Plan (RRP) in N’Djamena on Thursday, it was learned on site.

On this occasion, François Batalingaya, United Nations Resident Coordinator in Chad, indicated that 4.5 million people needed assistance in Chad, of whom 3.4 million would be prioritized through a more focused and structured response. Thus, humanitarian actors are requesting 984.2 million dollars to meet these needs, he specified.
Mr. Batalingaya added that the HRP would aim to reduce mortality and morbidity among 3.7 million women, men, girls and boys in the most affected provinces, improve access to dignified and adequate services for 4.5 million people, and strengthen the prevention and resilience capacities of 4.6 million people in the face of recurrent shocks.

Ms. Issa, for her part, recalled that humanitarian aid was not only a moral requirement, but also a strategic imperative to preserve stability, strengthen social cohesion and consolidate the foundations of sustainable development.
Chad is one of the sub-Saharan African countries hosting the largest number of refugees, particularly those fleeing the civil war in Sudan.
