A joint order from the Ministers of Vocational Training Mounouna Foutsou, Finance Louis Paul Motaze, and Social Affairs Pauline Irène Nguene specifies the implementation modalities of this measure.
People living with disabilities who wish to receive vocational training in a public institution benefit from a 50% reduction in tuition fees. This reduction is applied directly to the amount of fees due and is mentioned on the payment receipt. The measure applies in all public structures offering vocational training regardless of the sector. To benefit, certain conditions must be met.

The joint order requires potential beneficiaries to justify a potential permanent disability rate of at least 50%. The text also states that one must hold a valid national disability card issued by the ministry in charge of Social Affairs; be regularly registered in the national file of disabled persons with the ministry in charge of Social Affairs. Finally, one must be regularly admitted and enrolled in a public vocational training institution.
Once these cumulative conditions are met, the candidate can submit the request for tuition fee reduction to the head of the concerned institution. The latter issues a certificate to be presented at the time of payment. The issuance of this certificate is subject to the constitution of a file including a handwritten request addressed to the head of the center. A copy of the national disability card. A copy of the birth certificate. A copy of the national identity card. Any document attesting to admission or pre-registration. A social investigation report if applicable.

The half reduction of tuition fees is added to other measures facilitating access to education and vocational training for people with disabilities. The Prime Minister’s decree of July 26, 2018, provides aid for education and vocational training for this category of people. For example, it provides for total or partial exemption from school and university fees, the granting of scholarships, and the granting of subsidies for the purchase of educational equipment for indigent disabled persons.
