Cameroon: MINJEC and Nera Pulse agree to digitize the professional integration of young people

To address the challenges of the socio-professional integration of young people, the Ministry of Youth and the company Nera Pulse signed a three-year partnership agreement on September 14, 2026, in Yaoundé, aiming to digitalize, unify, and accelerate access to employment and training for young people aged 15 to 35.

The agreement concluded between the two parties for a period of three years, possibly renewable, covers six areas. Notably, moral, civic, and entrepreneurial rearmament; socio-economic integration; promotion of the biometric Youth Card; training and skills development; promotion of entrepreneurship; and digitalization of services intended for youth. The beneficiaries are young people residing in Cameroon and abroad, registered with the National Youth Observatory and holders of the biometric Youth Card.

The role of each partner in this agreement has been defined. The ministry commits to selecting and mobilizing beneficiaries, directing them to platforms, facilitating enrollment for the biometric Youth Card, providing its decentralized operational structures, and registering Nera Pulse as a partner within the National Youth Observatory.



For its part, Nera Pulse offers solutions aimed at supporting job seekers and recruiters end-to-end through its technological platform, Sputjob. It also provides its digital ecosystem QUIC for the formal sector; local missions, training, and financial inclusion. It also mobilizes its network of partner companies to expand the offer. The young company also offers vacation and professional internship opportunities and its technical expertise for the benefit of the ministry’s teams.
“It’s not really work that is lacking, it’s information that is lacking. Today, QUIC comes to unify this entire system and provide faster access. (…) Until this morning, we were working in one city. From today, we are working across the country,” said Paul Junior Ma Ngoa, CEO of Nera Pulse.

Before the signing of this agreement, which allows scaling to the national level, the system underwent a pilot phase in the city of Yaoundé. The experiment generated 372 jobs in one month. The ambition after this agreement is to reach 3000 young people sustainably integrated by 2027 across the entire national territory, declares Paul Junior Ma Ngoa.
The agreement establishes that all data of young people collected and processed within the framework of the partnership remains the strict property of the State of Cameroon, represented by MINJEC.
