According to the ministerial note, teams dispatched by the ministerial department will stay in all regions of the country during the months of March and April 2026. The operation will cover the entire national territory, with a priority presence in the departmental capitals.
The stated objective is twofold: to secure administrative data and to accelerate the digitalization of the ministry’s human resources management.

This census will notably allow for an updated and biometrically reliable file of public agents under MINESEC.

As part of this mission, school heads will be called upon. They must transmit, in physical and digital versions (Excel format), the signed nominal list of all their staff, in accordance with the model provided by the central administration.
The Minister insists on the importance of this operation and invites regional delegates to take all necessary measures to ensure its success.
This initiative is part of a broader dynamic of modernizing public administration and strengthening transparency in the management of the State’s workforce.
