Cameroon: CNPS and Innovendi partner to finance the transformation of the Port of Douala into a Smart Port

The National Social Insurance Fund and Innovendi Data Technologies and Communication Ltd have signed a strategic memorandum of understanding aimed at structuring the financing of the digitalization and modernization project of the Port of Douala-Bonabéri.

The National Social Insurance Fund (CNPS) and Innovendi Data Technologies and Communication Ltd, a subsidiary of Contacturer Investment Holding, have signed a strategic memorandum of understanding for the acquisition of a stake and the financing of the project to set up and operate a Smart Port-type digital platform within the Douala-Bonabéri port complex.
This agreement follows the BOT (Build-Operate-Transfer) type concession agreement signed on November 17, 2025, between the Port Authority of Douala (PAD) and Innovendi Data Technologies and Communication Ltd.

The objective is to transform the port of Douala-Bonabéri into a reference technological hub, based on the integration of advanced technologies such as artificial intelligence, the Internet of Things (IoT) and automated logistics flow management systems.
Through this memorandum of understanding, the CNPS, as a leading institutional investor, is committing alongside Innovendi, a telecom operator positioned on technological innovation, to structure the financing of this major project. This strategic alliance marks a decisive step in the implementation of this public-private partnership (PPP) considered one of the most innovative in the field of port infrastructure in Central Africa.
The project is based on legal-financial engineering designed to combine the financial strength and institutional prudence of the CNPS with the deployment of sovereign technological infrastructure within the port of Douala-Bonabéri. This public-private synergy aims to strengthen the modernization and competitiveness of the Cameroonian port platform.
With this signature, the Port Authority of Douala is moving closer to the implementation of a sovereign, secure and sustainable technological foundation, aligned with international smart port standards. This transformation should contribute to improving logistical efficiency, operational traceability and the port’s attractiveness, while supporting the digitalization dynamics of Cameroon’s strategic infrastructure.
