After 4 years of work, the BEAC officially puts into service SYSTAC 2, the new electronic clearinghouse for the CEMAC zone. Objective: to replace a system dating from 2007, considered obsolete, with a unique, centralized, and secure platform to support growth and Fintechs.
A major turning point for the financial system of Central Africa. The Bank of Central African States proceeded on August 12, 2026, to the production launch of SYSTAC 2, the new regional electronic clearinghouse.

The announcement was made by Governor Yvon SANA BANGUI. “I am very pleased to announce the official production launch of the new electronic clearinghouse: SYSTAC 2,” he declared.
A colossal project. Carried out over four years by the BEAC teams, in collaboration with banks, microfinance institutions, and the software publisher ProgressSoft, the project aims to deeply modernize the payment infrastructures of the sub-region.
Why this change?
The previous system, launched in 2007, had reached its limits. “Faced with technological innovations, the multiplication of actors, and increased requirements in terms of security and the fight against money laundering and terrorist financing,” explains the Governor, a revamp was necessary. Work therefore began in 2023.

A technological breakthrough
With SYSTAC 2, the BEAC moves from a fragmented architecture to a unique and centralized clearinghouse at the CEMAC scale. Result: faster, smoother, and more secure transactions. A crucial asset for cross-border banking groups, credit institutions, microfinance institutions, payment service providers, and Fintechs.
“The BEAC faces the profound changes of our ecosystem with serenity and determination,” emphasizes Yvon SANA BANGUI. “We support member states in recovering sustained growth, while working together with you to ensure financial stability.”
The Governor recalls that recent crises have tested the system’s resilience. “Recent crises have demonstrated the resilience and strength of the CEMAC financial system in the face of exogenous shocks. We must imperatively consolidate these gains.” With SYSTAC 2, the BEAC thus takes a decisive step in modernizing payments in Central Africa. A lever expected to boost financial inclusion and the competitiveness of the zone.
