Mesmin Magloire Aristide Eloundou is 59 years old, a brigadier general, and appointed central director of administration and logistics at the Secretariat of State for Defense in charge of the Gendarmerie. Before the publication of the two presidential decrees on August 3, 2026, he was deputy director general of External Research, a position he held after serving as deputy central director of coordination, director of employment and structures from 2019 to 2023 at the National Gendarmerie. Graduated from the Inter-Armed Military School EMIA in 1995, he also holds diplomas from the Gendarmerie Officers School of Melun, France since 1998, and from the Gendarmerie Staff College at Maisons-Alfort, France in 2006.
Promoted to brigadier general by presidential decree on August 3, 2026, he was appointed inspector of forces in the Cameroonian army following another decree from the head of state. At the time of his appointment, he was commander of the 21st Surface-to-Air Artillery Regiment (RASA) in Edéa. A product of the Inter-Armed Military School (Emia) of Yaoundé (1998-2000), he served in the 31st Support Battalion of Ngaoundéré as commander between 2014 and 2017. Since 2021, he has been leading the 21st Surface-to-Air Artillery Regiment, an elite unit of the army based in Edéa. He had already been chief of staff there in 2012-2014 and 2017-2018.
Promoted to brigadier general on August 3, 2026, he became on the same day commander of the 11th Motorized Infantry Brigade located in Ebolowa, regional capital of the South. At 51 years old, he was serving as deputy chief of operations at the armed forces general staff at the time of his appointment. Graduated from the Special Military School of Saint-Cyr in France and the International Higher War School of Yaoundé, he served at the Headquarters Brigade and the National Armed Forces Training Center (Cifan) in Ngaoundere. He was commander of Zone Idenau at the BIR Coast Force, head of operations and intelligence office at the 21st Motorized Infantry Brigade in Buea, then deputy commander.
Promoted to the rank of brigadier general, he remains commander of the Presidential Guard. An elite corps he has led since January 25, 2013. Born on May 8, 1972, in Batouri, he holds a Baccalaureate D. He trained as an Army Officer at the Evelpidon Military Academy in Athens, Greece between 1992 and 1997. He joined in 1999 after serving as a training officer at the army general staff. Within the Presidential Guard, he was successively commander of the Support Company of the 1st Grouping, before joining the 2nd Grouping from 2001 to 2002. He then led the Surface-to-Air Artillery Battery of this elite corps. In 2007, he became interim commander of the Reconnaissance and Support Grouping, then head of the human resources office. He then led the Presidential Guard Commando Training Center before being appointed assistant to the technical advisor at the Presidency of the Republic in charge of special forces.
Promoted to brigadier general, he is confirmed as head of the Rapid Intervention Battalion. Holder of a Baccalaureate D in 1989, he entered the Higher Normal School of Yaoundé in 1995 after a stint at the University of Yaoundé. He took the entrance exam to Emia at 24 years old. After graduating from Emia, he trained in Belgium before returning to Cameroon in 1998 to join the Presidential Guard. He left the PG in 2001 already a captain for the Airborne Troops Battalion (BTAP). He also served as a permanent assessor at the military court of Bafoussam. On May 31, 2020, a presidential decree appointed him commander of the Rapid Intervention Brigade (BRIR), a combat unit under the orders of the chief of staff of the armed forces.
