An order from the Minister of State, Minister of Higher Education, Jacques Fame Ndongo, modifies the regime set in 2017 and retains four fields of study.
Candidates for admission to capacity studies in Law and Economic Sciences can rejoice at the expansion of the fields of study to four. In an order dated July 3, 2026, the Minister of Higher Education, Jacques Fame Ndongo, retains the following fields: Law and Political Science, Economics and Management, Science and Technology, Arts, Letters and Humanities.

The ministerial order thus modifies the framework set by the order of October 18, 2026, and at the same time conditions the opening of a program in a public institution on the prior validation of the programs by a ministerial order. The training offered by state universities can also take place within private higher education institutions under certain conditions.
An academic supervision agreement linking a state university to a private institution remains the only way for the latter to offer these trainings. Provided that the state university in question is geographically close and authorized to train in the field. The ministerial text also requires that the private institution concerned pay the training fees to this university as applied in public institutions.

Admission to capacity in one of the fields of study is by competitive exam, at the end of which the candidate must obtain an average score of 10/20 or higher. The said exam is open to public or private employees holding a BEPC, a CAP, or a GCE O’level with at least three subjects excluding religion. It is also open to non-employed candidates aged at least 21 years. All candidates are subject to a text contraction test and a general knowledge test.
According to order No. 26/00762/MINESUP/SG/IGS/DDES/DAJ of July 3, 2026, candidates admitted to capacity follow a four-semester training. The passing grade is set at 10/20 per unit. Access to the third semester is conditioned on obtaining 60 credits over the first two semesters. At the end of the four semesters, the student obtains the diploma and can only continue to a professional license if they obtain a general average of 12/20 or higher. Furthermore, they can only be admitted to enroll in a classic license if they obtain an average of 13/20 or higher in capacity and hold a Probatoire, a first-year certificate with an average of 10/20, or a GCE O’level in three subjects excluding Religious Knowledge.
