
Faced with the resurgence of illegal interventions causing outages and major risks, authorities are establishing a more rigorous regulatory framework.
The Minister of Water and Energy signed, on February 23, 2026, a decree strictly regulating interventions on the public electricity transmission and distribution network. The text comes in a context marked by the resurgence of unauthorized actions, causing repeated outages and major security risks for populations and infrastructure.
Issued in application of Law No. 2011/022 of December 14, 2011, governing the electricity sector and Law No. 2012/501 of November 07, 2012, the decree sets the conditions for the authorization of interveners. From now on, any person operating on transmission, distribution, or metering installations must be provided with a service order or a work permit duly signed by the competent operations manager.
These documents must specify the identity of the agent, the nature of the work, the exact location of the intervention, its period of validity, as well as the contact details of the issuing manager. The original must be presented upon any request from law enforcement, administrative authorities, or users.
Any intervention without formal authorization will be considered fraudulent and will expose its authors to administrative and criminal sanctions, in accordance with the Cameroonian Penal Code. Administrative authorities, the regulator, and sector operators are responsible for the strict application of these new provisions, which came into force upon their signature.
