Central figure of the Cameroonian Parliament for 34 years, Cavaye Yeguie Djibril has established himself for decades as an institutional pillar difficult to bypass.

His style, characterized by firmness and tight control of debates, has shaped a presidency of the National Assembly as respected as it is contested. Through his often abrupt speeches, he has contributed to establishing a political culture where parliamentary discipline takes precedence over contradiction, at the risk of fueling recurring tensions about the quality of democratic debate.

In the national political imagination, one phrase alone sums up this mix of gravity and controversy: “Boko Haram is among us.” Spoken in a context of high security tensions in the Far North, this statement aimed to alert on the infiltration capacity of the terrorist organization Boko Haram within local communities. But very quickly, the phrase exceeded its initial purpose. It turned into a controversial slogan, interpreted by some as a necessary alarm signal, and by others as anxiety-inducing rhetoric blurring the line between civilian populations and armed threat.

Beyond this significant episode, Cavaye Yeguie Djibril’s interventions outline a consistent line: the primacy of institutional order over political turmoil. On several occasions, his statements have emphasized the need to preserve republican stability: “No political ambition can justify questioning the republican order.” A stance that reflects a vertical vision of the State, where institutional security seems to take precedence over the plurality of political expressions.

This approach is also reflected in his management of parliamentary sessions. Reminders to order, sometimes firm, have become a trademark: “The National Assembly is not a place of disorder,” he regularly reminds the deputies. For his supporters, this rigor is essential in a political environment often marked by tension. For his detractors, it reveals on the contrary an excessive control of the debate, reducing critical space and parliamentary vitality.

Over the years, Cavaye Yeguie Djibril’s longevity at the head of the institution reinforces this ambivalent reading. On one hand, that of a guarantor of stability in a fragile regional context. On the other, that of a central actor in a political system perceived as locked, where institutional continuity can sometimes resemble democratic inertia.

Thus, his political legacy remains deeply contrasted: between assumed authority, striking phrases, and disciplinary management of Parliament, Cavaye Yeguie Djibril embodies both the stability of the system and the persistent questions about its openness.
