
Following the instruction of October 17, 2024, setting the budgetary and accounting procedures for the process of clearing the floating debt, this envelope was disbursed between 2024 and 2025.
On an audited and validated floating debt amounting to 752.1 billion FCFA, the State of Cameroon has already paid, for clearance purposes since January 2024, an amount of 463.3 billion FCFA. The payment report contained in a communication from the Minister of Finance Louis Paul Motaze indicates the repayment of 232.9 billion in 2024 and 230.4 billion in 2025. In the details of these disbursements made to clear the debt, the 2024 envelope was used to pay salary debt amounting to 182.9 billion and fiscal-customs debt of 50 billion FCFA.

As for the payments for the year 2025, they include the registration in the State budget of a special envelope of 110 billion for the payment of the annual tranche excluding salary debt. According to the Minister of Finance, as of May 29, 2026, nearly 78% of this envelope has already been effectively paid, i.e., 86.2 billion FCFA including 54.2 billion fiscal-customs debt, 20.2 billion commercial debt, 6.5 billion academic debt. The remaining 5.3 billion is used to pay social debt and rental debt.

However, the government member does not mention the 288.8 billion FCFA that remain to be cleared from the 752.1 billion FCFA audited and validated floating debt. He only specifies that the clearance period will extend until 2027. And assures that payments continue despite current financial constraints. He also specifies that the academic debt has been fully committed. Teachers are gradually receiving bank transfers according to treasury availability. The minister warns anyone with bad intentions who fraudulently claims fictitious debts from the State and reiterates the government’s commitment to settle the entire debt.
