The digital transformation of Decentralized Territorial Collectivities (CTD) is entering a concrete phase. Since May 6, Douala has been hosting the validation workshop of the CTD Digitalization Master Plan, an initiative led by the Ministry of Decentralization and Local Development (MINDDEVEL), in accordance with the guidelines set during the Goal Setting Workshop on February 9, 2026.

Presided over by the Secretary General of MINDDEVEL, Fred Ebongue Makolle, representing the minister, the work brings together several institutions and partners involved in local governance, including BUNEC, ANTIC, CVUC, ARC as well as local elected officials from Wouri.
At the heart of the discussions: the implementation of digital tools capable of simplifying administrative procedures, strengthening transparency, and improving the quality of public services. The project also aims to better equip municipalities and regions to bring administration closer to citizens.
Through a participatory approach, participants review and enrich this strategic document, which is expected to become the national reference for the digitalization of local collectivities.
For the government, the modernization of CTD now appears as an essential lever for administrative efficiency and local development.
