
The Secretary of State to the Minister of Basic Education, Dr Asheri Kilo Fofung, presided on March 4, 2026, in Yaoundé over the official launch of the popularization and dissemination of the updated internal regulations for primary schools in Cameroon.
The process of modernizing the governance of primary schools in Cameroon is reaching a new milestone. On March 4, 2026, at the Djeuga Palace Hotel in Yaoundé, the Secretary of State to the Minister of Basic Education, Dr Asheri Kilo Fofung, presided over the national launch ceremony for the popularization and dissemination of the updated internal regulations for primary schools.
The meeting took place in the presence of several personalities, including the representative of the World Bank, the UNESCO Regional Director for Central Africa, the Secretary General of the National Commission for the Promotion of Bilingualism and Multiculturalism, as well as numerous administrative officials. Staff from the central and decentralized services of the Ministry of Basic Education, technical and financial partners, partner ministries, and civil society organizations also took part in the event.

During the ceremony, participants followed technical presentations given by the Director of Nursery and Primary Education, Dr Minfoumou Olou Louise, wife of Edou, and by the Deputy Director of Primary Education, Mr. Andela Yves Placide. Their presentations focused on the project’s objectives, notably the updating of internal regulations for primary schools, the implementation of evaluation and monitoring tools, funding sources, the actors responsible for implementation, as well as the expected results.

In her speech, the Secretary of State expressed her gratitude to national and international partners, technical and financial partners, the Education Reform Support Program in Cameroon (PAREC), as well as the Department of Nursery and Primary Education of the Ministry of Basic Education for their contribution to this initiative.
She emphasized that these new internal regulations aim notably to establish clear rules for school life, to define the rights and duties of each actor in the educational community, and to guarantee a school environment based on respect, discipline, and safety. According to her, these tools constitute an essential lever for improving the governance of establishments and strengthening educational success in primary schools in Cameroon.
Finally, the Secretary of State insisted on the scope of the innovations introduced by these regulations, which are part of national basic education policies and strategies and contribute to the achievement of Sustainable Development Goal 4, relating to inclusive, equitable, and quality education for all.
