By an order signed on August 6, 2026, the Minister of Territorial Administration set the new approval rules for supervisors of Muslim pilgrims for the private Hajj 2027.
Agencies must demonstrate a turnover of at least 100 million FCFA, a financial guarantee of 10 million FCFA, and approval from MINTOUL and IATA. The goal: to better secure the organization of the pilgrimage to the Holy Sites.

The Cameroonian government is tightening the rules for organizing the private Hajj. On August 6, 2026, MINAT published an order setting the terms and conditions for obtaining approval as a supervisor of Muslim pilgrims for the private Hajj 2027.
Signed by the Minister of Territorial Administration, the text reminds that any legal entity wishing to escort Cameroonian pilgrims must be previously approved. This approval is granted by decision of MINAT, after advice from the National Hajj Commission created in 2003.
Strengthened financial and technical requirements
For travel agencies, the specifications are strict. They must notably: Hold approval from MINTOUL and IATA; Demonstrate a turnover of at least 100,000,000 FCFA, present a financial guarantee of 10,000,000 FCFA; have precontracts for accommodation, catering, and transport; have premises with at least 2 equipped rooms and a waiting room of at least 15 m².
For promoters, the order requires Cameroonian nationality, good moral character, physical fitness, and especially having performed the Hajj at least 3 times before submitting the application. Proficiency in Arabic or English and strict compliance with Saudi regulations are also mandatory.
By taking this order, MINAT intends to clean up the private Hajj sector and protect pilgrims against abuses and scams.
The National Hajj Commission will play a central role in reviewing applications. Agencies therefore have a few months to comply before the registration launch for Hajj 2027.
