The second phase of the operation launched by the Ministry of Finance aims to complete the enrollment of the remaining agents. The government is stepping up efforts to reach the goal before the deadline.
The AALFA operation dedicated to the regularization of family allowances for public agents has begun its second phase. The ambition is to enroll 118,950 public agents who were not registered during the first phase. According to the initial phase report, just over 61,800 agents were recorded, representing about one-third of the overall target estimated at just over 180,000 agents, with a participation rate of 34.2%.

During the first phase, obstacles made it difficult to achieve the objectives. The assessment of these barriers led the ministry to revise its strategy by making adjustments. The proximity strategy is at the heart of the second phase. These adjustments also involve strengthening field teams, increasing the number of collection centers across the national territory, and intensifying communication to reach agents in remote areas. Beneficiaries who have not yet submitted their files are still expected at the dedicated sites with all the required documents.
The AALFA operation aims to authenticate the rights of public agents. At the end of the first phase, the General Directorate of Budget reported detecting certain anomalies, including the absence of mothers’ names, serial numbers, suspicious issue dates, and inconsistencies in civil registry centers. During the authentication phase, the distinction between material error and deliberate fraud will be established. The goal is to protect legitimate rights and put an end to unjustified payments facilitated by fictitious files. The Director General of Budget of the Ministry of Finance, Cyrill Edou Alo’o, provided these clarifications during a press conference on July 24.

Faced with a 55% increase in children declared to benefit from family allowances between June 2024 and March 2026, representing an increase of 328,579 beneficiaries, the government has ordered a 24-month audit.
