Scanning crisis at the Port of Douala: Gradual return to normalcy

The port authority relaunches its import/export activities by ending double billing.

The situation is gradually returning to normal at the Port of Douala, following the crisis related to the scanning of goods which has disrupted operations in recent days.
Meeting on Wednesday, February 18, 2026, the Group of Cameroon Enterprises (GECAM) invited the main players in the port area for a second consultation dedicated to assessing the situation. Around the table were notably the Autonomous Port of Douala (PAD), the Société Générale de Surveillance (SGS) as well as the Head of the Customs Sector of Littoral 1. This meeting followed a first session held on February 12, 2026.

At the end of the work, the business community welcomed the mobilization of the various stakeholders, which allowed the effective resumption of container scanning operations by SGS since February 17, 2026. This resumption marks the end of the double billing situation denounced by economic operators and which had raised serious concerns within the private sector.



Participants also welcomed the measures planned for the reimbursement of sums unduly collected from companies during the crisis period. Provisions have also been made to accelerate customs clearance operations, thus contributing to the gradual decongestion of the port.

However, GECAM insists on the need to continue consultations with all stakeholders involved in order to assess the impact of scanning operations on non-containerized flows.

According to the employers’ organization, potential additional costs could significantly affect the competitiveness of companies and, in turn, the purchasing power of households.
In this context, GECAM invites companies to calmly resume their import-export activities, while maintaining dialogue to consolidate the sustainable normalization of port operations.
