Modernization of municipalities: ARMP and PROLOG seal a partnership

The Public Procurement Regulatory Agency and the Local Governance and Resilient Communities Project join forces to strengthen the capacities of local authorities and improve local governance through better public procurement management.

A new step in the modernization of local governance in Cameroon was taken on May 12, 2026, in Yaoundé with the signing of a partnership agreement between the Public Procurement Regulatory Agency (ARMP) and the Local Governance and Resilient Communities Project (PROLOG).

The agreement was formalized by the Director General of ARMP, Joseph NGO, and the National Coordinator of PROLOG, Dr. NGWA EDIELE Jackson. At the heart of this collaboration: strengthening the skills of local actors in public procurement management, to promote greater transparency, rigor, and efficiency in decentralized local authorities.



The partnership includes a comprehensive two-year training program provided by certified ARMP experts. More than 1,000 territorial agents will benefit from this support covering the entire public procurement chain, from awarding to execution, up to control.

In total, 139 municipalities and six regional councils are involved in this initiative, presented as an important lever for decentralization. By consolidating the technical and administrative capacities of the CTDs, ARMP and PROLOG aim to contribute to building more resilient communities and the emergence of effective local governance.

Placed under the supervision of the Ministry of Decentralization and Local Development (MINDEVEL), this initiative reflects the public authorities’ commitment to sustainably modernize public procurement in the service of territorial development.
